Board Chairman
Dalton Langford was appointed as a board member in 2011. Dalton has been the Board President for the last 10 years. Dalton, a real estate developer and local businessman, has been involved in community and civic activities for many years. Under his guidance, the airport has achieved meeting strict FAA compliance standards. He has negotiated leases that have enabled significant capital improvements. Current and past infrastructure improvements under his leadership are in excess of $12,000,000. The airport is governed by a board of 6 members appointed by the contributing local public agencies for two year renewable terms.
Board Member
Graduate of Vinton High, Class of 1985. He and his wife, Tandy, have 3 daughters and 2 grandchildren. They are active members of St. Theresa’s Catholic Church.
He served on the Calcasieu Parish School Board from 2007 to 2018 and was chairman and vice chairman of several committees. He was employed with Brookshire Brothers from 1987 to 2022. He currently is employed with Merchants and Farmers Bank. He is a member of the Sulphur Kiwanis Club, Knights of Columbus, and West Calcasieu Chamber of Commerce.

Missy Amidon is the Public Affairs Manager of CITGO Lake Charles. She holds a bachelor’s degree in public relations from McNeese State University and has worked in non-profits, private education, healthcare, and industry during her career. She serves the community as a volunteer for Team CITGO, oversees the company’s fundraising efforts and corporate social responsibility projects. She is current Campaign Chair for the United Way of SWLA, past Chair of Christus St. Patrick Foundation Board and has served the organizations for several years. Missy also sits on the Southland Airport Managing Board.
Board Member
Thomas “Tommy” W. Little was appointed to the Southland Field Board of Directors by the Sulphur City Council in 2020. Tommy is a graduate of Sulphur High School, McNeese State University, Louisiana State University at Eunice, and Western Illinois University. After retiring from W.R. Grace & Co. in 2016, Tommy has served as Board President and Treasurer on the Calcasieu Council on Aging Board, as Board Member for the Sulphur Housing Authority, as Board Member for Care Help in Sulphur, as Board Secretary for the Chennault Air Show Board. Tommy was named the Southwest Louisiana 2021 Champion of Service Volunteer and was the recipient of the Sowela Technical Community College 2021 Volunteer of the Year Award. Tommy and his wife Jan reside in Sulphur.
Board Member
The City Council of Sulphur appointed Theodore Thompson to the West Calcasieu Airport Managing Board. Thompson was employed at F. Miller Construction, LLC for over 35 years. At retirement, he was the president of the company. He continues to work as an engineer part-time for Guinn Construction, LLC in Jennings. He also teaches civil engineering at McNeese State University, as a visiting lecturer. A position has held for past 24 years.
He is an Emeritus Member of the Louisiana Professional Engineering and Land Surveying Board and an Emeritus Member of the National Council of Examiners for Engineering and Surveying. He serves as a committee member of the NCEES Fundamentals of Engineering Exam Committee and writes exam questions for the national engineering exam. He is a member and past president of the Louisiana Engineering Society and Fellow Member of the National Society of Professional Engineers.
Board Member
Mike Granger was appointed to the Southland Field Airport Board in 2022. A Sulphur native and resident, he has been an agent for Farm Bureau Insurance since 2001. Granger graduated from Sulphur High School and earned a B.B.A. in management with a minor in marketing from Stephen F. Austin State University in 1986 while playing football for the Lumberjacks.
He served on the Sulphur Civil Service Committee from 2001 to 2021. He is a member of Sulphur Rotary Club and is a past board member. He is also a member of the West Calcasieu Cameron Hospital Board and Care Help board of directors. He is an active member of Sleep in Heavenly Peace organization. Granger and his wife, Gena, have two daughters and two grandchildren. They are members of Vinton Methodist Church.
Airport Director
Tim LaFleur became the airport director in October of 2013. Tim is a retired Louisiana State Trooper, he was in law enforcement for over 30 years. Tim served as a Sulphur City Police Officer then became a Louisiana State Trooper.
Tim is a private pilot and is a member of the Louisiana State Troopers Association. He is married to Jeanne Sanders LaFleur, and they have three (3) children and six (6) grandchildren.
Port CPA
Darla Perry serves as the Certified Public Accountant for the West Calcasieu Port, a position she has held since 1998. Perry has been a practicing CPA since 1975, and owns and operates Perry & Company CPAs, APC, in Sulphur. She graduated from Sulphur High School as valedictorian in 1972. She earned a B.S. degree in accounting from McNeese State University in 1975. She received her CPA state certification from the Louisiana State Board of CPAs in 1976. She is a member of the Louisiana Society of Certified Public Accountants, the American Institute of Certified Public Accountants, and the Lake Charles Chapter of Certified Public Accountants. She has been named the Honorary Secretary of State of Louisiana. Perry and her husband, Danny, reside in the Sulphur area and have three (3) daughters and four (4) grandchildren.
Airport Attorney
Oliver “Jackson” Schrumpf serves as airport attorney for the West Calcasieu Airport (Southland Field). He owns and operates a law firm in Sulphur. After attending McNeese State University, Schrumpf received his law degree from Louisiana State University and was admitted to the Louisiana State Bar in 1976. He is licensed to practice law in all Louisiana and Texas state and Federal courts, the Fifth Circuit Court of Appeal and the U.S. Supreme Court. He also serves as the attorney of the West Calcasieu Port. He is very active in community activities, Schrumpf was named 1984 Citizen of the Year by the West Calcasieu Chamber of Commerce. He and his wife Judy, reside in Sulphur and have seven (7) children, nineteen (19) grandchildren and four (4) great-grandchildren.
Engineer
Chuck Stutes, Project Manager/Engineer with Meyer & Associates, Inc., has served as an Engineer for the West Calcasieu Airport since 2006. Stutes received a Bachelor of Science Degree in Civil Engineering from McNeese State University and has been employed at Meyer & Associates, Inc. since 1981 as a Professional Civil Engineer. He is a member of The Louisiana Engineering Society (LES), McNeese Alumni Association and McNeese Cowboy Club.
Chuck’s Engineering background includes 42 years of Engineering Design/Management and Construction Administration Services for Civil Site Development, Municipal Utility (water & sewer) Infrastructure, Casino Site Development and Port and Airport Infrastructure. Airport projects he has handled at The West Calcasieu Airport include Drainage, Runway, Taxiway and Apron Pavement Rehabilitation, Runway and Taxiway Lighting, Fuel Farm Improvements and Hangar & Terminal Improvements. Stutes also serves as a Project Engineer/Manager for Meyer & Associates, Inc. at The West Calcasieu Port and Port of Lake Charles.
Chuck and his wife Kathy reside in Lake Charles, LA. They have two (2) children and seven (7) grandchildren.
